TIJUANA, México, 3 de noviembre de 2013.- El gobernador de Baja California, Francisco Vega de Lamadrid, el presidente de la Federacion Internacional de Vóleibol (FIVB), Ary Graça, y el titular del Comité Olimpico Mexicano (COM), Carlos Padilla Becerra encabezaron la inauguración del XXII Congreso de la Confederación Norte, Centroamérica y del Caribe de Vóleibol (Norceca) en el Gran Hotel Tijuana y ante más de 50 dirigentes nacionales, certificaron al Centro de Alto Rendimiento de Baja California como espacio de Desarrollo de Vóleibol Mundial.

En el evento el brasileño Ary Graça, presidente de la FIVB, dijo que en el vóleibol no hay contacto ni pelea y ofrece una seria oportunidad para que las mujeres practiquen deporte. Exhortó al gobernador de Baja California, Francisco Vega de Lamadrid a apostarle a esta actividad ya que por cada dólar que se invierte socialmente se regresa el equivalente a 6.5 y alabó la grandeza que representa el Cento de Alto Rendimiento ya que es dificil encontrar algo similar y comentó que es tan espectacular que en todo Brasil no hay algo como este complejo deportivo.
Al dar un mensaje en la inauguración del XXII Congreso de la Confederación Norte, Centroamérica y del Caribe de Voleibal (Norceca) en el Gran Hotel Tijuana, dijo que esta ciudad tiene otra fortaleza al ser la frontera mas visitada del mundo y que es un honor para el vóleibol mundial que este evento sea el primer acto oficial del gobernador de Baja California, Francisco Arturo Vega de Lamadrid y de Saul Castro, recién ratificado en el cargo de Director de Deportes de Baja California, para el sexenio 2013-2018.

TIJUANA, Mexico, November 3, 2013. – The governor of Baja California, Francisco Vega de Lamadrid, President of the International Volleyball Federation (FIVB), Ary Graça, and the holder of the Mexican Olympic Committee (COM), Carlos Padilla Becerra led the inauguration of the XXII Congress of the Confederation of North, Central America and Caribbean Volleyball ( Norceca) at the Grand Hotel Tijuana and with more than 50 national leaders, have certified the High Performance Center of Baja California as a place of World Volleyball Development.
In the event, the brazilian Ary Graça, President of the FIVB, said that in volleyball there are no contact or fight and offers a serious opportunity for women to participate in sports. He exhorted the governor of Baja California, Francisco Vega de Lamadrid to bet on this activity because for each dollar that is socially invested, it returns the equivalent to 6.5 and praised the greatness that represents the High Performance Centre as it is difficult to find something similar and commented that it is so spectacular that in all over Brazil there are no something like this sports complex.
By giving a message at the opening of the XXII Congress of the Confederation of North, Central American and Caribbean of volleyball (Norceca) at the Grand Hotel Tijuana, said that this city has another strength upon being the world’s most visited border and it’s an honor for the world volleyball that this event be the first official act of the governor of Baja California, Francisco Arturo Vega de Lamadrid and of Saul Castro, recently ratified as Director of Sports of Baja California, for the six years from 2013 to 2018.
